NCSBN staff seeks to educate Congress, government officials and other policy stakeholders on the purpose and function of state based nurse licensure, regulation and promotion of NCSBN’s public policy agenda. We strive to promote nursing regulatory bodies and serve as a resource on nursing regulation, searching for and pursing opportunities that NCSBN can collaborate with other organizations on mutual issues of importance. State-based Licensure The primary responsibilities of state boards of nursing are regulating, overseeing, and enforcing the practice of nursing throughout a jurisdiction as dictated by a state’s nurse practice act.

Download Model Act NCSBN Model Rules The Model Act & Rules provides an evidence-based framework of nursing statutes and regulations for nursing regulatory bodies to utilize during policy and advocacy discussions. The current Model Act & Rules were updated by a NCSBN committee under a charge to perform ongoing review, revision, and development of Model Act & Rules to reflect the current regulatory environment and to remove any other language that does not support public safety. This work began in 2018 and was approved by the Delegate Assembly in 2021.

    The report is to educate the public that drugs other than alcohol, including marijuana, are absorbed, distributed and eliminated from the body differently than alcohol. While BAC correlates closely with impairment, there is no such measure (e.g., THC) for marijuana that correlates with impairment. Thus, a BAC-equivalent impairment measure is not possible. Not only are these methods highly specific in detecting a specific molecule (based on atomic weight and molecular structure) they allow the quantification of the amount of the drug present. Specimen Collection Evidence that a suspected impaired driver has actually used a drug can be provided by a test that definitively shows that it is present in a biological specimen.
