    A statutory agreement in the form of state legislation between two or more states established for the purpose of remedying a particular problem of multistate concern. A multistate license is NOT a national license; it is a state-based license. The NLC allows for a nurse (RN and LPN/VN) to have one multistate license (issued from his/her primary state of residency.)     And that was that as states try to adopt the consensus model requirements, they were negotiating at the statehouse and putting in transition to practice requirements. So all the bills that we were seeing had these transition to practice hours put in them, and they ranged from about 2,000 all the way up to 10,000. And as I said, they were negotiating tools, they were meant as a compromise in order to get the APRN bills passed and get independent practice for a big number of APRNs in the state.
