Legislation Addressing Opioid Epidemic Becomes Law | NCSBN
The National Council of State Boards of Nursing (NCSBN) is a not-for-profit organization whose purpose is to provide an organization through which boards of nursing act and counsel together on matters of common interest and concern affecting the public health, safety and welfare, including the development of licensing examinations in nursing. Individual states would be required to cover MAT, including methadone and counseling services, for opioid use disorders from fiscal years 2021 – 2025. States that implement PDMPs in 2019 and 2020 would be provided fully matched federal funds and be required to hold agreements with bordering states to allow provider access. NCSBN CEO David Benton, RGN, PhD, FFNF, FRCN, FAAN, commented, “The NLC is at the vanguard of modern, safe, health care access and since the beginning of the pandemic, qualified nurses with compact licenses have been able to travel throughout the U.S. seamlessly providing safe care and vital services in areas of greatest need.” Licensure requirements are aligned in NLC states, so all nurses applying for a multistate license are required to meet those same standards, including submission to a federal and state fingerprint-based criminal background check. With the multistate license, nurses are able to provide telehealth nursing services to patients located in NLC states without having to obtain additional licenses.

White House Health Care Report Addresses Scope of Practice, Worker Mobility, and Telehealth | NCSBN
The National Council of State Boards of Nursing (NCSBN) is a not-for-profit organization whose purpose is to provide an organization through which boards of nursing act and counsel together on matters of common interest and concern affecting the public health, safety and welfare, including the development of licensing examinations in nursing. The report also recommends eliminating collaborative agreements that are not justified by legitimate concerns. In addition to looking at state scope of practice laws and regulations, the report looks at the impact state licensing laws have on workforce mobility. The report highlights the issues that many providers face when attempting to obtain a license in another state, despite having national standards and a national exam. Interstate compacts and model laws are offered as a potential solution for states to improve license portability through reciprocity or expediting the licensure process.

The verification allows nurses to complete this process in the most efficient way possible. This change only applies to RN verifications. The California Board of Vocational Nursing and Psychiatric Technicians is not a participant at this time.
