We are just, at the moment, under review, is an analysis of all sunset provision across the nation, but also drawing on the parallel experiences of what a sunset is. So for example, in Canada and the UK, they tend to be referred to as judicial reviews. But using that information, we've been able to extract some domains that are important, that we need to think about how we might provide education to equip our regulatory community with the necessary skills to be effective and challenging these things.

And by this, I mean, the way that health care has been transformed in the last 30 years, such that, now, patients have a different doctor for every different body part. The right hand doesn't know what the left hand is prescribing, and there are mandates to treat patients in certain ways. This is just a study showing the huge migration out of physician-owned practice into large integrated health care centers. More than 70% of physicians today work as hospital salaried employees. That was not the case prior to the year 2000, when most physicians worked for themselves. As hospital factory workers, we are mandated to practice medicine according to certain protocols, according to certain algorithms, something that I call the P-Paradigm.

Sue, you were talking yesterday about ORBS and duplicate applications. Can you kind of elaborate on that? - Yeah, the way ORBS is set up if you've put in a certain application in the system, it will only allow you to put in that application. For example, a renewal application, you can only renew an RN license if you hold an RN license, you have no choice to renew an LPN or anything else. So it stops that. Now one thing, it doesn't stop with duplicate...and I'm not sure you all want to call this duplicate applications. We have individuals that don't know what type of nurse they are.
