  • Pennsylvania To Allow Nurses with Multistate Licenses to Begin Practicing in the State Sept. 5 | NCSBN

    The National Council of State Boards of Nursing (NCSBN) is a not-for-profit organization whose purpose is to provide an organization through which boards of nursing act and counsel together on matters of common interest and concern affecting the public health, safety and welfare, including the development of licensing examinations in nursing. With the multistate license, nurses can provide telehealth nursing services to patients located in NLC states without having to obtain additional licenses. A multistate license facilitates cross-border practice for many types of nurses who routinely practice with patients in other states, including primary care nurses, case managers, transport nurses, school and hospice nurses and many others. Further, military spouses who experience moves every few years also benefit greatly from the multistate license.

The crisis has also raised questions as to how the entire continuum of nursing care from support worker to advanced practice practitioner needs to be differentiated, organized, educated and delivered.

So we're working with that and, hopefully, we'll be moving the bill in 2020. In Kentucky, we had a bill that removed a collaborative practice agreement, again, for all four roles. And the collaborative practice agreement in Kentucky is unique, in that, it only governs controlled substance prescribing. So for all intents and purposes in their practice, they are independent. But if they are prescribing controlled substances, they are under a collaborative practice agreement.

    Legacy Clause Historical Context ULR’s in the Original Compact Party states must require nurses who enter any alternative programs to agree not to practice in any other party state during the term of the alternative program without prior authorization from such other party state. Home state Boards shall include in all licensure disciplinary orders and/or agreements that limit practice and/or require monitoring the requirement that the licensee subject to said order and/or agreement will agree to limit the licensee’s practice to the home state during the pendency of the disciplinary order and/or agreement.
