    Imagine we have 20 nursing graduates lined up in front of us, with the lowest ability on the left and the highest ability on the right. The standard-setting panelists are basically asked to draw a dividing line. Candidates on the left side of the line are not prepared well enough to pass the exam. Candidates on the right side are good enough to practice nursing safely and effectively. Our focus is candidates on the borderline, those who have a 50/50 chance of passing the exam, not the ones on the far left and not the ones on the far right. So to set a cut score, we focus on the candidates that possess just enough knowledge to practice entry- level nursing safely and effectively.
