    APRN: There were seven introductions of 4 the compact; three of those states passed one chamber (AZ, MD, MT). State Affairs continues to partner with NCSBN Research to distribute a survey to NCSBN licensees. Nurses are being asked if they are interested in the multistate license and cross-border practice. Endorsements were received from NAON, the Maryland Nurse Association, and the Arizona Association of Nurse Anesthesiology. For 2024, efforts will focus on building on the lessons learned from 2023 - assisting with Hawaii’s workgroup, and assess policy environments across remaining NLC states and APRN target states.

    Ridenour explained the rationale for  the Rules Committee to compose  model language and reviewed the  legal citations from the NLC statute  and rules. J. Puente explained that  the exact language is not mandatory  but may be amended. States should  have language in participation  agreements which clarify that a  participant cannot hold a MSL  during the term of the program and  that practice is limited to the home  state. Additionally, for states which  allow voluntary participants to enter  the program without the knowledge  of the BON, there should be  language in the agreement which  require the nurse to notify the BON  of their enrollment within 10 days.

    The NLC Rules Committee discussed the question, and developed supplemental guidance with R. Masters and F. Knight for the public and for BONs. The supplemental guidance was reviewed and with editorial revisions by the NLC Executive Committee. 6. Poortenga presented three policies, which were reviewed and updated by the Policy Committee and then approved by the Executive Committee.

    Baker (FL) spoke of the new law (Senate bill 1600) in his state regarding interstate mobility. All health care regulatory boards in Florida are impacted by the bill, which creates standard requirements for endorsement applicants. All existing language in Florida’s practice acts related to endorsement was removed and new language was inserted into the umbrella statute in the state. The new law will go into effect later in 2024 or on Jan. 1, 2025. Those moving to Florida and applying by endorsement must have an active license elsewhere, must have passed NCLEX, and have actively practiced for at least three years during the four-year period immediately from their application date.
