    The National Council of State Boards of Nursing (NCSBN) is a not-for-profit organization whose purpose is to provide an organization through which boards of nursing act and counsel together on matters of common interest and concern affecting the public health, safety and welfare, including the development of licensing examinations in nursing. The purpose of this report is to provide a comprehensive overview of the activities, achievements and financial performance of the Interstate Commission of Nurse Licensure Compact Administrators (ICNLCA) throughout the report period. It provides a snapshot of recent accomplishments and a preview of what we have yet to achieve as a commission in fiscal year 2024 (FY24).

The main part of the publication is a detailed breakdown of candidate performance for 2023 and includes the pass rates by candidate type, degree type and country. In addition, the publication contains NCLEX historical data (e.g., pass rates, passing standards, and volume) since CAT administration started in 1994.
