I'm going to put on my glasses here for just a minute and share with you a couple of pieces. So, this report looked at a competency-driven approach to instructional design and a competency-driven approach to education, looking at breaking down professional silos, using information technology, and promoting a new kind of professionalism that did not have a global boundary. And then, The Future of Nursing report, as you all are familiar with. So, what else was happening at the same time along this trajectory of the National Academies or IOM reports and the WHO reports?

And our goals were similar to what the goals were kind of set forward as a result of the GNE, was really to focus on providing increased care to Medicare beneficiaries, to create, like, partnerships... create a partnerships that could be collaborative, to look at the ways in which we approach clinical training, and were there ways that we could work together in a different way to achieve the same goals? Also, we did a lot of exchange of information, trying to demonstrate best practices, and really to emerge from the demonstration with the new way of thinking about clinical training. In terms of the Pennsylvania landscape, as many may know, it's a very densely medical community, you know, within our immediate reach.

The migration is a huge issue and you're dealing with these transnational issues yourselves. How do we deal with these issues? We mustn't also forget the humanitarian crisis as well as pandemics like Ebola. How resilient and ready are systems to support as a global community? And then last but not least, our data information accountability, for which the regulatory agencies like yourselves play a key role in how we manage to have meaningful data, but not just have data, but how do we make use of it in a way that is significant and useful for the health system? And the exploitation of vulnerable individuals, also one of the prime roles as a nurse. Now Massachusetts has a temporary timeout. They don't call it that but I do. If you're convicted of an offense that does not result in a permanent bar as well if you provide false information on your application for licensure, temporary timeout, I got to say, once you're lying on the application, should we be letting you in? But anyways,at least it's a temporary timeout. And then if you cheat on the National Council licensure examination or any other licensure or certification examination, boy, that should be a tough hurdle to overcome once you've done that.

Informational continuity, of course, we heard about this, If records are not intrappable, if they've already had a biopsy of their prostate. I have one man, just last week, I saw he had biopsy at 20. Biopsy of his prostate just two years ago, and his PSA is high, but I don't have his old results, but we need to have this information so we don't repeat things. But these relationships actually have to be trusted and requires financial neutrality. So, this business about rewarding the doctor for doing more tests, "I own the MRI machine down the street, I'm going to order a lot of MRIs," and you know, you get kickbacks that way or get incentivized you to order fewer, it's just not going to work for having patients work with us, and be trustful in continuing that relationship.

Where somebody brings in a degree from elsewhere, yeah, reciprocity agreements. Where you are evaluating other people's expertise, their education, and the things they've gone through to determine what's comparable, and what's not, right? That's what you guys do, you guys overcome that information hurdle so the employers don't have to. So in general, we do find that licensing increases access for people who traditionally don't have access to that occupation. Licensing does other interesting things, though, and as I mentioned, this is the biggest trend in the labor market to date.
