    (NCSBN) | 2010 11BACKGROUND OF STUDY BACKGROUND OF STUDY The National Council of State Boards of Nursing (NCSBN®) is responsible to its members, the boards of nursing in the U.S. and member board territories, for the preparation of psychometrically sound and legally defensible licensure examinations (Ameri- can Educational Research Association, American Psychological Association and National Council on Measurement in Education, 1999). Practice analysis studies assist NCSBN in evaluating the validity of the test plan that guides content distribution of the licensure examination. Because changes can occur in licensed practical/vocational (LPN/VN) practice, NCSBN conducts the practice analysis every three years.
