Procedures Initially, the panel was led through a discussion about the English proficiency characteristics of the target candidate in the context of safe and effective entry-level nursing. This was supplemented with a discussion of the activities that had been identified by the 2002 RN Practice Analysis: Linking the NCLEX-PN Examination to Practice (Smith & Crawford, 2003a) and the 2003 LPN/VN Practice Analysis: Linking the NCLEX-RN Examination to Practice (Smith & Crawford, 2003b) as being within the scope of entry-level practice.

Specialty practice represents a much more focused area of preparation and practice than does the APRN role/population focus level. Specialty practice may focus on specific patient populations beyond those identified or health care needs such as oncology, palliative care, substance abuse, or nephrology.

For those of you who may not be familiar, in-house is just kind of short form for these were custom survey instruments that we developed internal to the research department at NCSBN. We use these in a very limited fashion. We really just wanted to use those instruments to collect baseline demographic and practice or professional information, as well as general descriptors of the courses in which students were enrolled, and ultimately, the faculty would be teaching. We then limited our collection on student outcomes associated with learning, engagement, clinical preparedness, practice proficiency, etc., to the externally validated instruments.

Survey Development A number of processes were used to create, evalu- ate and refine the survey instrument used for the Comparison of Entry-level Registered Nurses in the U .S . and Ontario, Canada Survey . The survey used in the Ontario study was based on entry-level nurs- ing activity statements used in the 2008 RN Practice Analysis: Linking NCLEX-RN® Examination to Prac- tice . In 2008, activity statements created by a panel of experts were reviewed and edited by the NCLEX® Examination Committee, then surveyed in the U .S . as part of the 2008 RN Practice Analysis .
