They recognized they had a crucial role in assisting to put more nurses into the workforce and worked round-the-clock to reopen these testing centers. Adhering to U.S. Centers for Disease Control and Prevention (CDC) guidelines, they modified the length of the exam to allow the greatest number of candidates to test within social distancing requirements. Throughout the peak testing season, efforts were underway to ensure that testing centers provided enough capacity to accommodate candidates. The modified exam had no negative impact on the candidates’ testing experience or results.

So if you are a nursing regulator whose mission is to protect the public from substandard nursing practice, you can be heartened by a large and growing literature showing the safety and quality of nurse practitioner care.

So it's clear from this study that our respondents, some of the LPNs, are functioning beyond their scope of practice, and this is what the administrative code really clearly says in New Jersey. Registered nurses shall not delegate physical, psychological, and social assessment of the patient... shall not delegate the formulation of the plan of care and the evaluation of the effectiveness of the plan. And so we're continuing to do work on this. I'll talk about that in a few minutes, what we've done regarding this.

And so the Tri doesn't necessarily represent how many people are involved in the Tri-Council and in the Tri-Regulator Collaborative, which is composed of the Federation of State Medical Boards, the National Association of Pharmacy Boards, and National Council State Boards of Nursing. More recently, our regulatory colleagues in dentistry, physical therapy, and social work have joined that group and are involved in the work, which only enriches the perspective and the conversations that occur. The success of this endeavor has led to discussions about providing other opportunities for these two groups to meet and work together. NCSBN also facilitated a collaborative initiative that resulted in the publication of the “Legislative Considerations for Assessing Changes in Healthcare Professions’ Scope of Practice” document. Along with NCSBN, the Association of Social Work Boards, Federation of State Boards of Physical Therapy, Federation of Medical Boards, National Board for Certification in Occupa- tional Therapy and National Association of Boards of Pharmacy designed this paper to assist legislators and regulatory bodies with making decisions about changes to health care professions’ scopes of practice.
