Methodology Candidate data from the calendar years 2003- 2005 for both registered nurse (RN) and practical nurse (PN) candidates were used for this analysis. For this time period, there were 421,739 RN can- didates and 183,540 PN candidates. Candidates were further classified by where they received their nursing education (U.S.-educated or inter- nationally educated) and by their repeater status (first-time or repeat tester).

And as you may recall, several years ago NCSBN had a project called Taxonomy of Error Root Cause Analysis of Practice, or TERCAP. TERCAP's goal was to categorize and track practice breakdown with a comprehensive standardized system. Clinical reasoning and professional responsibility, or values, were found to be the top two reasons for practice breakdown.

So, we need to re-evaluate the appropriateness of standard setting for both RN and PN to ensure that the passing standards accurately reflect the amount of nursing ability currently required to practice competently at the entry level. So, that's why we cannot change our standards. I mean, we re-evaluate our passing standard every three years.

Regulation and scope of practice differentiations were highlighted. It's very important to show that this common denominator of a practice hour is not supervised practice. It's not a transition to practice. It was a common denominator to allow more states to be able to be included in the company.

The RN has a broader in-depth education, the LPN has more of a basic education in the same topics, yet many of the same things are touched on. So what we wanted to do was we wanted to get away from the term focused and comprehensive because they're not used in all jurisdictions, and really rely on the educational preparation of each, and within the jurisdiction of the rules of the jurisdiction about the differences between RN and LPN practice.
