Cobia provided a bunch of patient records from patients that she hadn't seen in months or years, and they were unredacted. She had them on her personal computer. She hadn't given them up when she stopped with the home health agency. And it appeared that she just had been holding onto them. These had names, dates of birth, social security numbers, the whole nine yards. It's regular patient records. And then when she was challenged on this during the litigation, she said, "What do you expect? They made me use my own computer. I wasn't being paid enough and, of course, I have the records."

The Florida Board of Nursing will notify you that you do not meet the requirements for the multistate license, and if you are eligible for and if you're in agreement, you can be issued a single state license. - Okay.

All rights reserved. 2 Trauma that is defined by SAMHSA is an event, series of events, or set of circumstances that is experienced by an individual as physically or emotionally harmful or is life threatening and that has lasting adverse effects on the individual's functioning and mental, physical, social, and emotional or spiritual well-being. So many times in your field and definitely in mine, the patients or the people that we are serving have experienced trauma by this definition. I think it is fair to say that everybody in this room by this definition has experienced or seen something traumatic in our lifetimes.

Say an RN who specializes in the treatment of children with cystic fibrosis engages in a friendship with the parent of one of her young patients. The friendship develops into a sexual relationship. Or an LPN who does home care returns to the home of a former patient ostensibly for a social visit, only to be found by a family member to be stealing the patient's opioid medication. Nurses like these know they are supposed to adhere to professional ethical principles like doing good or avoiding causing harm. Or they are supposed to demonstrate professional virtues, such as trustworthiness and honesty.

And so, we as policymakers, number one, need to see you. Number two, need to understand the data and the impacts. And as we talk about workforce planning, I was secretary of labor in Delaware and head of state personnel, as well as deputy secretary of health and social services. So, I think we already have an aging population as a country. So, for me, this conversation is very important. I'm looking forward to us talking about some of the silver-lining strategies that we can employ. But I want you to know as a silver-lining piece, that even our work is bipartisan.
