NCSBN Research Projects Significant Nursing Workforce Shortages and Crisis | NCSBN
The National Council of State Boards of Nursing (NCSBN) is a not-for-profit organization whose purpose is to provide an organization through which boards of nursing act and counsel together on matters of common interest and concern affecting the public health, safety and welfare, including the development of licensing examinations in nursing. Further, high levels of turnover were seen with the potential for even further declines in a post-pandemic nursing workplace as disruptions in prelicensure nursing programs have also raised concerns about the supply and clinical preparedness of new nurse graduates. Early career data for new entrants into the profession suggest decreased practice and assessment proficiency. Coupled with large declines among nursing support staff, NCSBN calls for significant action to foster a more resilient and safe U.S. nursing workforce moving forward. “The data is clear: the future of nursing and of the U.S. health care ecosystem is at an urgent crossroads,” said Maryann Alexander, PhD, RN, FAAN, NCSBN Chief Officer of Nursing Regulation.

Known as REx-PN® (short for Regulatory Exam-Practical Nurse), the exam will launch on Jan. 4, 2022. The REx-PN will use computerized adaptive testing (CAT) and be delivered in Pearson Professional Centers. Exam content will focus on the knowledge, skills, and abilities required for safe and effective nursing practice by entry-level practical nurses in Ontario and British Columbia evidenced by the 2019 REx-PN Practice Analysis. In addition to building the new exam, Examinations staff have also hosted webinars to ensure educators and other stakeholders have access to current and accurate information about this important new exam.

To accomplish this study, a retrospective longitudinal cohort study of nurses participating in SUD programs between the years 2007 and 2015 was conducted. Data was collected from programs in 13 states and these are states that were monitored by Affinity eHealth, which was the vendor that provided an analysis file for us containing over 7,000 nurses. To the best of our abilities, the study replicated the reporting and classification methods that were used in the studies of the PHP programs. It is especially important to note that this study assumes that program completion is in and of itself a good outcome that is highly correlated with successful return to practice by nurses.

To introduce the World Café model, Kristin Benton, DNP, RN, director of nursing at the Texas Board of Nursing, provided an overview and instructions; I moderated a demonstration panel for the World Café conversation using the topic of transition to practice. There were 24 conversation tables for the World Café and 12 topics with specific questions for each table.
