The Doctoral Student Grant provides funding for scientific research projects related to nursing regulation and policy. Submission Due Dates April 3, 2026 October 2, 2026 Award Information Doctoral students may apply for grants up to $30,000. All projects must be completed in 12 months of the project start date. Allowable Expenses Data collection, processing, statistical analysis; Consultant fees (not to exceed $250 per day); Reproduction/distribution of surveys or other tools; Travel to the research study sites. Expenses related to travel and/or dissemination of data (such as a conference presentation) are limited to $1,500; Other expenses directly related to the research process.

In 1998, when NCSBN's Board of Directors implemented the Performance Measurement System, now known as Commitment to Ongoing Regulatory Excellence, Libby led her board as 1 of 12 pilot states to test the system's data collection instruments. To this day, her board continues to contribute data for analysis. Libby also spearheaded the movement to transition the state Nursing Association's Volunteer Peer Assistance Program to a board-contracted, alternative-to-discipline program. Subsequently, the nominee served on an advisory group that recommended a legislative agenda for criminal background checks to the Governor that was implemented as Omnibus legislation for various boards and agencies within the state. R. Louise McManus Award – Example 2 Implementation of substantial elements of the APRN Consensus Model. In the 2024 legislative session the nominee led legislative efforts to amend the practice act for nurse practitioners and nurse midwives to include the APRN licensure title. This effort included working with the Board of Medical Examiners to gain support to move forward with this legislative change. The nurse practice act for CRNAs and CNSs was also amended to include the APRN title and to clarify the licensing of CRNAs.
