It was recognized that CAT exams are generally more appropriate for predicting candidate competence, and so the regulators issued a request for proposal (RFP) for an exam provider to meet this need. The RFP proposals were considered based on the following criteria and as a result, BC and others agreed to move ahead with the NCLEX® through NCSBN: The exam must reflect current entry-level RN practice and be a credible assessment of entry-level competen- cies in Canada. The exam and the associated processes must be psychometrically sound, valid, reliable and legally defensible. The exam must be developed by exam experts and include an analysis of Canadian nursing practice.

A majority of APRNs indicated that their patients often lacked access to needed technology or had significant technology support problems. And just over one-third also reported patient apprehension with adopting and utilizing new technologies. On univariable analysis, APRN ethnicity, license type, practice area, practice environment and setting, the geographic location of the practice, and their use of telehealth correlated with a positive waiver impact. Further, as you can see from the table in front of you, most of the positive effects of the state-based waivers were sustained on multivariable analysis after further adjustments for other important covariants.

The second trend that might be hindering further enactment is what we are calling ancillary provisions. These are statutory provisions that may be in the Nurse Practice Act or frequently are outside the Nurse Practice Act and they require physician supervision for practice. They are widely different. They may affect a setting, or patient type, or geographic location, a variety of different things. And our legal analysis has been that the effect of the APRN Compact is that it will supersede both of these issues, Transition to Practice and ancillary provisions as it stands now.
